this file is empty and unused.
it makes no sense to have it carry around old contents.

I additionally ensured that all such files carry a valid BFC CERTIFY
statement, with this purpose:
doing so will allow us in future to add a simple check to PT
so that we can ensure that only BFC CERTIFY parts are released.
there should be no exception for these empty, unused files;
that would make things unnecessarily complicated.

It puzzles me why we do this and generate such overhead keeping empty files
but at the same time I do understand why we need these files.
In the event someone still has a model utilizing these old obsolete bits
it doesn't 'break' the system by not being there.

well, we simply do not have a mechanism for deleting files from our official library...
the next best thing we can do is at least empty the files...
however, deletion would be my preference.

Whilst un-needed files could be excluded from a complete install, the distribution of library updates as a zip archive, does not provide the facility to delete existing files. If, technog, you have a better solution, please let us know.
