I tend to make this (completely or at least some areas) a new primitive.
The outside is an exact counterpart of cylj primitves. We could introduce a cylj2 - as we did for the cyls prims. Maybe we should split the old cylj prim into seperate prims for the edge and the surface?
Furthermore I have no idea on how to work with this odd height, when making this a primitve.
Any ideas or opinions are more than welcome.

I would round height to nearest integer (3). Two benefits: easier to use, and there would be a condline at lowest height. This would give a smoother result with stud cylinder.

I would prefer a half stud4 primitive. I think it would be more useful.
2-4stud4r16, a half understud with edgeline at radius 16.
Or could that be reduced down to a scalable 1-4cyls-primitive
with an edge line fitting a cylinder, instead of a slope?

I've had a second look at this idea.
