Swinging Arm?

The position of the peghole is 9.5 LDU below the top.
Where it is 10 LDU on all other technic bricks (e.g. 3700)
This might be the "real" position as we know that our peg holes are off a little, compared to the real part.
Should our stay there or should it go to 10?

Agreed, it should match other Technic parts. I'll change that.

Changed in subpart. Dunno for naming, maybe swinging arm would be better, perhaps too specialized? in any case, other term -> keyword.
