the vertical placement of the axle of 170c01.dat matches the one of 6216m.dat, and I verified that these 2 have the vertical axle placement correct by building model http://www.peeron.com/scans/880-1/3

Therefore this part needs correction.
I suggest that we simply do the geometry correction.
We could go the more complicated way of deprecating/obsoletizing this file, and then re-issuing another u.....dat with corrected vertical axle placement, but I would find that overkill, because this part anyway cannot be used for many other purposes, and repairing slightly broken geometry is our everyday business here on the PT.
