It looks like these two surfaces share three vertices:
4 16 -2.587 -14.482 2.312 -1.53 -15.403 1.984 -3.051 -19.337 3.936 -6.71 -17.794 5.489
3 16 -6.71 -17.794 5.489 -2.587 -14.482 2.312 -1.53 -15.403 1.984

One is in the trans section and one is in the limit section.

No. The "missing condlines" occur only with the see through preventing subpart (s03). There should be no condlines or edge lines there.
