The first point say:
"The shortcut may not include more than one part, although that part may be a shortcut part."
And there is no valid shortcut combining a 3686 and a 3004.

Question is how to accommodate STAMPs best in the library.

Some of the flat STAMPs are no issue, they just cover multiple bricks.

then we have bent STAMPs, like the Santa Fe Logo. Main attachment point (centrally) woudl be a 2x2 Tile

In this case, that somebody at TLG ever thought that it is a -good idea- (c by Willy) to make a 90 deg fold on a sticker, is out of my imagination. But here we are.
Here I think the main part, the slope, should be the reference point, that in turn would need an adaptation of the spec to allow such a thing.
