I don't think we should put bricklink numbers into our .dat part files
because
our part files aren't the bricklink database.
Instead, the thing would work vice versa:
bricklink could, inside its database, associate LDRAW parts with their numbering scheme.
I cannot see a reason why we should put 1 of many other LEGO part databases hardcodedly into our .dat part files.

Chris decided to keep those numbers.

I suggest to subfile the pattern and share it between
3067ap13.dat
3067ap14.dat

Looking at the BL pisc. I'd say that this is rather Dark Azure then Light Blue

I agree with Willy. Light blue (9) is wrong.
Dark azure or Medium blue looks more like the photos of this set and part.

1) This file already exists in the existing library as color-9. This file is being released to accommodate the "~Moved to" replacement.

2) Unless the official policy has changed during my absence, we are not supposed to base decisions upon photos of parts, but rather upon the physical part itself. Someone who actually has this part in their inventory should be asked to confirm the shade of blue used for this pattern. I'd ask the original author, in this case -- Michael Heidemann [mikeheide]. If he agrees with your assessment, then we should change the color.

Part desgin metrics should not be guessed from photos, but I think it OK to infer colours from photos. Updated to Dark Azure (321), which looks a better match.

I have more concerns with this part.

* It got movedto from 3067p13 but then subfiled to 3067p13s01.dat and 3067p13s02.dat. For consistency I would prefer that it gets subfiled to 3067ap13s01.dat and 3067ap13s02.dat
* Since there is also a THIN version of this pattern it should named THICK
* Description doesn't match after color change. Should be "Yellow/Dark Azur HOTEL Thick Pattern" or something like this.
