My suggestion:
Brick 1 x 2 with Clip Vertical with Centre Notch

60475b, "Brick 1 x 1 with Clip Vertical (Thick C-Clip) and Hollow Stud"
95820 , "Brick 1 x 2 with Clip Vertical (Thick C-Clip)"
30237 , "Brick 1 x 2 with Clip Vertical with Centre Notch"

"primitive" should be highly reusable. How many occurence we can substitude by the clip as a primitive ?
I guess one or two. So not worth the effort IMHO.

1 subfile or 1 primitive is the same library growth.
the advantage of the primitive is that it goes along with the other clip primitives.
a clear advantage imho, regardless of the number of parts using it.

This part should have a split of 30237a.dat and 30237b.dat :-(

30237a should be the "new" way with the split clip (this was the original 1999 release, I have several from Rock Raiders)

30237b should be the way it was originally modeled. It's a near direct match for 95820, but it has a 30237 embossed number. I have a white example of that.

You can see via google search the Rebrickable and Brickowl both have 'a' and 'b' versions of this part, as well.
