There is an overlap in background above S. Could it be worth to subpart US flag? it appears in many patterns but I don't know if it can really be reused (different width of stripes?)

Fixed overlap.

As for the flag, I've created a perfectly proportioned flag primitive that I scale for height and then crop for width. I'm sure your idea to split into primitives would work but I'd like to explore this more and resubmit all affected parts when ready.
