IMO, it would be wrong to have an edgeline between the two halves here.

Most of the times this has to be compared to a pattern, and we don't have an edge between
two colours of a pattern.
But OTOH, sometimes the design of the part create a natural edge between the two halves.
Look at the Dulpo Child Arm, 47198p01-p04. There, an edge is required.

Dual injection parts need a soft rule. Sometimes an edge should be accepted, maybe depending
of the angle between the surfaces.

What is the difference between this part and the "regular" minifig leg, please?

This is the uncolored version of this part, so difference between top leg and boot is lost. Exist only as a reference, not to be used in normal builds (hence the ~ in front of description to "hide" it).
