A destination of the hold vote is to show that there is something wrong in a part and a part author can improve it.
A part author has no permittions to change a file name.
That is why a wrong filename hold vote is useless and does not
provide a correct part tracker process for a holden part.
You may say that an author can post a letter to admins with suggestion
to change a filename. But it takes a time and an author should know a correct target name.
It is a assignment of a public tool as Part Tracker, isn't it?
It is acceptable that a part has an undefined name on the PT.
It will get a 'good' name at a release.
Admin's should not look through holden parts, they have 'needs admin review' parts.
I'm for the division of labor.

hmm, this file hardcodes the color of the hull,

hardcodes the color of the deck. I find this somewhat unsystematic
