Title should begin with a leading ~ since this is a composing part in an assembly which cannot be disassembled. Or can it? Doesn't look like so for me.

Theoretical I'm with you. BUT we should not introduce exceptions all the time. It's a kind of frustrating for a newbie, if he has to learn all those things.
Maybe a keyword with the set number would be a good compromise?!

I still think this part, as a composing part, should be hidden with a '~' in the name just like how we hide composing parts of other assemblies. So the title doesn't really matter, the user will find this part by breaking down the assembly.

Hello Ingolf, to show you how the file should look like and help you
a little, I polished it a little. Still very welcome to the
part authors! Here's what I did:
- added BFC statement, corrected BFC
- removed "Needs Work" statement, as the risk of a slightly wrong diameter always exists and can be neglected here
- removed redundant keyword "axle", removed keyword "cylinder" (no other axle has it)
- corrected part type to "Unofficial_Part"
- prepended "~" to title
- removed !HISTORY entry (!HISTORY will begin when the file is released the first time officially)

This axle is use in more assemblies than 11767.
