This should use the +X region to reduce filesize somewhat (currently uses -X region).

This could also be cut in half along the XY plane; sometimes that can reduce file size too.

I also think the title "~Minifig Shackles" or "~Minifig Handcuffs" would be more appropriate.

I doubt the usefulness of cutting this in half.. since a very large portion of the part code intersects the X-axis.
I do agree about mirroring, though, such would make all X coordinates positive and remove the minus signs that weigh somewhat. It won't be terribly much, but something and with no cost at all.

I wonder though... why is that one box bleeding inside the closed cylinder? There's no reason visible for me.
