As Magnus said in main part, there is no need for this subfile since it's used only once, and hub should be done in normal resolution. It can also be significantly simplified with no visual difference (see below):
- merge the ring17/18 into a single ring8 with appropriate scaling
- merge the cone16/31 into a single cone11 with appropriate scaling
- replace the rib subpart with a box3u primitive and 4 lines. Imho, not worth making a subfile for the ribs.

Otherwise, naming doesn't follow rims nomenclature (should be Wheel Rim 20 x 30 etc etc). See https://forums.ldraw.org/thread-7479-post-7612.html#pid7612

I'll try to have a look at spoke a bit later...

My intention in this structural division of several subparts is to use them universally ... (in that case, the rim without anything else .... even without this hub ... that would also have to get out of here) .... for older, as well as for future almost identical parts.

Hub ... spokes ... rim

all older rim parts of this size ... have only a 24' division ... therefore this improves the resolution when rendering ... because of the primitives used here.

naturally....the areas which are different in the older rims have to been taken out in this subpart here.

Then always and only the type of spokes and hub would be due.

There is a gap between spoke and axle hub. you should do the same as the outer rim, make the spoke slightly enter the hub, and put intersection lines in the main part.
I've seen this part irl, there is a clear slope break in the middle of the spoke, so I'd put an edge line there.
Here is how I'd make it: http://www.brickshelf.com/gallery/Philo/misc2/42716s01.dat to get imho the best quality/cost trade-off. Note that if you use this, the outer intersection edge lines must be recalculated.
