Rather than use 4 or 5 ring primitives (9 total) you could probably save space bye using 2 quads (4 total).

No, it's better this way: quads wouldn't behave properly with primitive substitution.

Exactly my point too. That's why I made it like it is.
Lo-res prims all the way out to the border, and then hi-res.
