I agree with Magnus about origin. Though it makes a lot of sense to put it centered on the bar. It's difficult to tell from building instructions how it is used, with stud or bar connection ???

And I don't really see this as a panel, though maybe...

Why should the origin be moved? This is Minifig Accessory and in my opinion it belongs in a Minifig hand.
@MagFors: which are the "and many of the other shields"?
10049 and 10520 are not even official yet and there are offical shields with a diffenent origin (matching the hand):
10049 - bar - certified
10520 - bar - certified
2586 - bar - offical
48494 - hand - offical
61856 - hand - offical
91884 - hand (90 degree) - subfiles aren't certified
93251 - back - offical

We have nine files using handle.dat (or handle2.dat).
One with origin at the back surface, 93251.
Two with origin in the handle; 48494 and 61856.
Four with origin in the bar position; 2586, 10049, 75902 and 92747.

IMO this part, and 91884, should also have origin in the bar position.
Furthermore, I think that handle2.dat should have the same origin as handle.dat.
