The description should describe the pattern, not the team.
One of the partnumbers should be deleted.

I agree with you that the two parts are identical.
I had doubled to have the two teams with identical numbering, and to suggest separately the color to use.
I keep only one with two !CMDLINE to suggest the colors and eventually we can do an alias for the other with the correct color.

Don't think it is correct to have two different Command lines.
Please delete both, here in this part.

It is irrelevant if this is a pattern for the green/white, red/blue, or even a pink team.
The description should describe the pattern, not the many different colours of the team.
I had the same issue with the 1x1 tiles, 3070bpv6.dat. It should be used as both no.6 and no.9
You can not have two parts, with the same pattern, under two differnt partnumbers.

May I suggest:
Minifig Torso with Soccer Team Goalkeeper and White # 1 Pattern

Minifig Torso with Soccer Team White Stripes and White # 2 Pattern
Minifig Torso with Soccer Team Red/Blue Stripes and Red # 2 Pattern
