It needs to be found out if this file (smoked glass)
and 4486c01.dat (clear glass) in fact model the same part.

Currently, peeron only has a photo for the clear glass variant:

In the original file colour 39 has been used. There has been many discussion about that colour and the result was, that this colour looked better in LDraw.exe than Trans_Clear. So I assume it should be Trans_Clear for the glass and that is the only version that has ever exist.

You are wrong, Mike, IMHO.
No line (of the two) in this file is written by James Jessiman.
The whole file contents has been moved to the two new
files this shortcut uses, and there, I retained his authorship
of course.
Of this file, I am the author. I wrote each of the two lines.
James had no contribution to it.

The part only exists with Trans_Clear glass. As Peeron and Bricklink concur on the part name, presumably 4486c01.dat should be changed to a ~Moved to which points at this file.

4486c01.dat is the TransClear version of this.

Yes, DesignID 73312 is this composite part and ElementID 73312 is this composite part in Red/Trans.
Which is why we need a solution to http://forums.ldraw.org/read.php?6,8663,8663#msg-8663
