isn't this a part instead of shortcut?

holding for 2 reasons:

(a)
type is wrong. this is a part, not a shortcut

(b)
the numbering is wrong IMHO.
this is just one way to form this part.
in other cases, we created ...c01 files for that purpose:
53992c01.dat
53992c02.dat
53992c03.dat
680c01.dat
71735c01.dat
x486c01.dat
so, even if the LEGO part number of this is 71372,
it should be ...c01, because there are other ways to form it.
71372 then can become a redirect to the c01.
maybe in future someone wants to create a differently formed
usage of this, so that will be c02.

Same thing, you may do it... but take care also to update the movedto (this part was official)

OTOH, maybe we could keep direct part number for basic shape, and c0x for more complex shortcut? (just a possibility, I don't really care)

I think type "Shortcut" is wrong here.
This is a formed part, so I would expect type "Part".
