Should be re-orientated to face front. IMHO name should be something like "Technic Competition Arrow with Hollow Rubber Black End". The current name sounds more like Bricklink than LDraw.

No, this part is done by double injection in a single mold, so tip and stick are fused together. If you look closely at different arrows, the separation between plastic and rubber is not placed exactly the same, depending on molding aleas.
Yes, I need to reorient this part...

Well I don't have any of these, so all I can do is speculate. But if this is monolithic, shouldn't this part be 57028a.dat instead?
