As with 30294, this one also appears to have BFC problems on the bottom.

Additionally, while not a reason for a hold, it seems to me it would make more sense in this case for the origin to be set up with respect to the bottom connection, and not the single stud connection inside, so that if this part were placed right after a 2x2 plate or brick, it would already be in the right place. (Obviously, if you do update the origin, you should do the same for the non-p version of this part as well.)

I suggest subfiling the two parts of this file.
Like parts 61406 and u9180, or 93549, 4582471 and 4521166.

IMHO the subfiling can be done if there is another variant of this part.

My bad - I coded trans orange (57), not trans neon Trans_Neon_Orange (38).
But before I correct, I'd like to get it right for main color: if this is a Unofficial_Part Physical_Colour, then it should not have main color, but color 72 -> I need to create appropriate subparts?!?

Yes - 16 needs changing to 72. It really is a Physical_Colour part, not a painted pattern.

Before I submit with an _ ... This poses the problem that _ prefixed parts doesn't appear with other parts (or might even not be installed!). I'd seriously prefer not to put a _ in front and avoid the complex scheme used with the conical flask!

hmmm: look at
http://www.ldraw.org/cgi-bin/ptdetail.cgi?f=parts/u9180c01.dat
what's the problem with that?

why can't we use color 16 here?
just make it a normal part (instead of physical color), and that's it!
I don't see much use of putting so many color-hardcoded files into
our library, as that reduces playability.
we that way spoil what color 16 was intended for.

Downgrading to Novote.
If both "parts" of this part is hardcoded, then it is a "Physical_Colour" and must begin with a _ .
If one is coded in colour 16 it is a "Part" and should not. It would become XXXXXc01.dat.
Right?

yes.
all physical color files have a leading _.
all their colors are hard-coded (i.e., no color 16).

but I would prefer to have a color 16 version of this:
more playability.
