I can understand most parts just by looking at them, but not this one. Why is there a hole introduced here? How is this part/hole used?

possible reasons for the hole might be:
- manufacturing issues which need it
- leaving a hole where air can move out when somebody puts this part
into another

I have never seen this part in real life, a link to a photo would be helpful

Yes, and so does Bricklink: http://www.bricklink.com/catalogItem.asp?P=41879.
If I look through their inventory list of this part, in different colours, all pictures show that hole.
Can anyone find a picture without the hole?
If I study the part in LDD, there is no hole, but I can clearly see that the right "stud" has that second inner flat surface.
Strange.
I vote HOLD for this reason: line 140-143 creates duplicated surfaces, inside left leg.

I have two kind of short legs. Older ones have a through hole, recent ones have a blind hole. imho this hole is not functionnal.

I've got some of the earliest sets to include this part, bought at the time of release, and all of the legs have the hole. I don't think the 'a' variant actually exists.

Imho this hole is non-functional since it is blind in modern parts. I suggest to keep this version with hole (because it visually match correctly both versions) as 41879.
