Should these be classed as 'Panel'?

certainly YES, these are Fabuland panels IMHO -
the fact that they have a depth of 2 studs
instead of 1 stud should not prevent us wrong doing so.

Yup, that was my thought. So: do we rename these as 'Panel 2 x 6 x 7', or just add a !CATEGORY?

my opinion would be to name this
"Fabuland Panel ........ with ....."
after some thinking if this would also fit with the Castle Wall Elements, I would say: yes, because these elements have a greater
similarity with the panels because they're not "solid" like bricks.
I think that the big Fabuland Houses could be simply named
"Fabuland House" maybe?

I forgot out "inverse polish notation" naming scheme.
To get these parts properly sorted in, they probably should
be named "Panel Fabuland ... x ... x ... with Window Red"
or similar?

Yup, although I don't think that 'Fabuland' is needed. LDraw policy is AFAIK that we try to avoid using theme names where possible, so I'd just go with 'Panel 2 x 6 x 7 with Rounded Window Red'.
If we have consensus on this, I'll update these.

OK, but of course Fabuland must be a keyword...

Okay for me, but Fabuland keyword then is mandatory :-))
alternative would be
"Panel Fabuland 2 x 6 x 7 with Rounded Window Red"
which would be perfectly okay to me
(how did we treat the "Castle" walls? Do they still have "castle" in their name? dunno.)
