this file needs to be renumbered to 3855b.dat,
and the currently official 3844.dat needs to be moved to 3855a.dat

Is this really a functional difference?

no, I think that this version simply has added a detail
and that the two are not variants of one another.
maybe this should simply replace the currently official one.
I cannot confirm that both variants exist.

I just looked again through the pictures at bricklink and there is at some clearly visible that the have and have not the round portion that makes the difference. Maybe it is only a molding issue.

Both exist, I have examples. This one - with the circle - is the earlier mould, so the 'a' suffix is correct here.

in any case, a moved-to file for the currently official one needs to be created

I have just sent 3855.dat as ~Moved To file to PTAdmin and also the new 3855b.dat with hopefully good origin.
After that is on the pt we need to go forward on this piece.

releasing hold.
I do not understand the "with Circle" in the title.
Some English native speaker could probably help us at finding
the word for this thingy on that window - is it a handle? a knob?
a button? a dent? to me, it is not a circle
