Is it ok to simplify the underside, in about the same way System baseplates are simplified? I think it's about the same.

Is it really a basepalte? High as plate, but maybe thin as a baseplate. I think it is a baseplate.

(Subparts will be re-used in other Scala baseplates.)

All subparts would have '~' in a name

I recommend to replace
Scala Baseplate Detail 40 x 80 LDU and
Scala Baseplate Detail 40 x 40 LDU
by Scala Baseplate Detail 40 x 80 LDU with knob almost in the center
(39LDU - bottom knob - 41LDU )

I think I've seen baseplates in this style but in other sizes, but now I can't find them. If my memory serves me wrong (again), and there isn't more use for the sub-parts I guess they could all just be inlined(?)

Are there any "official" recommendations on when to sub-file and when not to?

There is no any official suggestions.

It is strange that You use three different edge profiles with
a lot of polygons
which are equal 12 quads or rects(3 for each side)

It is possible to use only one SYMMETRIC baseplate detail
80 x 20 LDU _ WITH CYLINDER IN THE CENTER (this version is rotated for 90 degrees against your 40 x 80 baseplate detail).
Look at your baseplate in bottom view and you will understand.

Sorry Eldar, after reading your reviews several times, I still really don't understand anything you try to tell me.

But what I do understand is that we've got hundreds and hundreds of parts yet to LDraw. Nobody has discovered any visual flow that has to be taken on, but it is being held because you dislike my approach.

Now, normally, I would be very upset if someone touches my work unless it has visual flaws that need adjustments or use of new primitives can save lots of lines. And, of course, to comply with the contantly changing Header Specifications. But in this case, I would be more than glad to make an exception. Anyone is free to completely or partially remake this part and I will honestly don't mind at all.

But if I find one single stud incorrectly rotated, I will joyfully cast a hold vote on it. :)

A part was optimized.
The previous version had six subparts.
Removing 5 subparts save 20 KB on my HD. Now two files need only 12KB(32 KB earlier).

This submission I have replaced s06 by s01.
