After a long hiatus from working on parts, here is an update to the USB Camera.
Made BFC compliant and changed from subpart to part.
I'm not sure if this will automatically delete the old file from the subpart directory.

The original was authored by a non-CA affirmed author, but has never been in an official update. Holding for complete CA re-write. No new parts will be added to the NonCA library.
