Part name should be 'Technic Connector Block 5 x 3 x 1' so it sorts with the other Technic Connector Blocks.
See http://www.peeron.com/inv/parts/32333
Also, file size could be reduced by using PEGHOLE.DAT primitives. This would also improve POV renderings.

Comments:
The cylindar primitve usesage in this part seems to be inconsistant. For instance, in the middle of the part, two of the cylindars use primitives and two don't (as evidenced by the use of primitive substiution in LDView). While the part on the whole looks good the use of primitives as appropriate would please the part author side of me.

I agree, more cylinder primitives could be used

You need to use peghole primitves.
And in many places you have several quads where a rect primitve would work better.

Also you could make use of 2-4ndis primitves in the lower half.

Looks good, Much better than the previous version. Though you do have some overlapping quads near the outermost peg holes.

Is it ok for parts that the cylinder ends not at the next surface? I saw some conditional lines interal at the part where they normaly are not needed. By investigating more into the part I then saw that you used given primitives where I normaly would model with quads to exaxtly match the ends of all surfaces.

Perhaps should be retitled, too, as it's mainly used to make an engine, so it should be titled similarly to the other engine parts!
I'm suggesting "Technic Engine End Housing", or something similar. I'm not really too good in making up names! connector and block, if not in the title then, should be keyworded.

I suggest removing "cylinder housing" from title.
Technically the part seems fine to me otherwise.
