Was rather easy, here is how I did it:
- Build a flat pattern for 1/36 of the half wheel, a bit larger than needed (covering a bit more than -5 degrees to +5 degrees)
- use Intersector with two surfaces coming from center, one at -5 degree, the other at +5 degree to cut away the excess
- Use Isecalc with these same files to create lines on junction.
- Hand transform some of these lines into condlines where needed (that's the only really tedious part - Maybe I could have used Edger)
- Duplicate/rotate the pattern to the minimum size compatible with 48\ primitives (here 1/12 of circle).
- Use Coverer to create an adaptation ring between the "36\" circle and the 48\ circle
- Build the remaining with 48\ primitives

when using both parts (32004 and 32019)in MLCad. i saw a problem.
the innerside of the tyre and the outer part of the rim there is an wrong size. my guess is that the tyre is too narrow. please revieuw this.

You are not using the right combination! 32019 matches 32020, not 32004. The tire matching 32004 is 32003.
