This seems to be your first part, so here are a few hints for you. Get a few helping tools: DATHeader (http://mikeheide2.kilu.de/index.php?page=datheader), which will help to correct the header and a lot of other little errors. LETGUI (http://mikeheide2.kilu.de/index.php?page=letgui) which contains Edger2 (http://www.philohome.com/isecalc/edger2.htm) to help find unmatched edges.
Also, the position coordinates do not need to be THAT precise. You got up tp 5 decimal digits, where only 3 are needed (at least with this pattern). You can safe a lot in filesize.

That said, you have a lot of unmatched edges, the header is incomplete, I think the partnumber should be changed (ask the PT Admin chris_w_dee AT hotmail DOT com for a new partnumber) and the part should be BFCd. If you're not sure how the tools work or you need any further help don't hesitate to ask on the forum.
