in previous similar parts, we had moved the axle to its own file

maybe there exists already an axle file that can be used here

While building 10219 in the past I couldn't find a fitting axle. But yes an own file for the axle would be great. (The come separately in a little piece of paper within the real sets)

Any ideas on how to solve the origin question? It is way off in this file.
Do we know the partnumber?
And there's an extra space in parttype. I'll fix it.

One possible way would be:
make this file obsolete, create the axle and make a new shortcut as axlenumber_c01.dat.
But I don't know the part numbers for the metal axle.
Bricklink knows this axle as 57877 See: http://www.bricklink.com/catalogItem.asp?P=x1687

According to Brickset, the axle is partnumber 57051, or 4298979.

Well, I think, we should trust Brickset, because the use the data from the TLG Servers AFAIK.

More or less. 57051 appeared in 2006. This one is older, I find 70720 for period 2001-2006. I don't know what is the difference between these parts, if any.
Matching modern wheel is 57878 (http://www.brickset.com/parts/search/?query=57878)

this does not have to be obsoletized.
it just has to be changed to use the separate axle part.

@Steffen: This file is +34 LDU misplaced in Y-direction. So IMHO a new one with 0/0/0 as centre would be better than this file.

Let me see if I'm getting this right.
old file: 2878c01 = 2878 + (2879c01 = ("Axle" + 2x 2879))
new file: 2878c01 = 2878 + (70720c01 = (70720 + 2x 2879))
or, in new set today:
2878c02.dat = 2878 + (57051c01 = (57051 + 2x 58778))
Is 57051 an alias of 70720?
Is 57878 an alias of 2878?
Should I create a second file, 2878c02 only using alias files?
How do the partnumber 57877 fit into this?
According to Bricklink the partnumber 2879 is only used in one set: 9764

OK for the new version of 2878c01 and for 2878c02.
"Is 57051 an alias of 70720? Is 57878 an alias of 2878?" I would say yes for the time beeing, till we have evidence of differences.
"Should I create a second file, 2878c02 only using alias files? " Yes for me.
"According to Bricklink the partnumber 2879 is only used in one set: 9764" I think the weel is never sold separately, but only in http://www.bricklink.com/catalogItem.asp?P=2878c01
"How do the partnumber 57877 fit into this?" I find this ref. nowhere except on BL. Maybe it's an error (BL doesn't have 57051)
...but again, I am NOT a train expert ;)

I found this:
"The old ones are metal through the wheel, the new ones are plastic wheels that attach to the metal axle but are therefore removable"
in this thread at Eurobricks:
http://www.eurobricks.com/forum/index.php?showtopic=71741
It would explain why the axle in this file is designed with a pointy end, and all pictures I find of the axle show flat ends.
I think it is like this:
The old wheels have a hole in the centre, were the axle extends through. They are pressed onto the axle.
The new wheels have a cylindrical cavity on the inside, and a pointy cone moulded in plastic on the outside.
The same difference can be seen if I compare 2878c01 with the corresponding part in LDD, 74784.

I can check the design of my axles in 10219.
If you want, I can ask a friend, if he can give us some informations for some axle types.

I don't want to create the 2878c02 as an alias only, if the parts turn out to be differnt in design.

I checked my own parts first. So here are my results:
The old version has a steel axle with conical ends, the wheels have a hole through and are pressed onto the axle. The number in the wheel is the well known 2879.
The new version has 40 mm steel axle with flat ends. The wheels have a cylindrical cavity inside and a plastic cone outside. The number of this wheel is 57878.
Additionally: there are very small differences in 2878, too. The mould of the fake spring is a bit thicker on the new version. In the old one there had been very small gaps between. The new ones are about 0.8 mm wider (and a bit thicker) then the old one.
The cut out on the top is now 5.6 mm wide, in the old part it is exactly 5.0 mm.
Here is a picture I got by a friend:
