Ok, I have studied this agian and come to the conclusion that it is a combination of this part and the wheel pins (wpin.dat).

The wheel pin hole of this part is 13 LDU long and I don't know of any pin win 13 LDU between the base and the lip ridge.

If I see this right, the spokes should be moved a bit more to the hub center. And the edges of the spokes need some correction.
