A small explanation of this part's dimensions:
Its diameter is not a full 20 LDU, as when attached to a stud next to a
brick there is a small gap. The Replacement Parts section of Lego.com
states that the part has a 7.5 mm diameter, which roughly equates to
18.78 LDU, so I have tried to match this.
The origin of the part is at the bottom, to ensure that it sits at the
correct location when placed onto a stud. This is because I have made
it 7.75 LDU tall (it seems to be just under 8 LDU tall, as there is a
small gap when two studs are inserted either side), so if the origin was
at the centre, the part's top and bottom would actually be at 3.875 LDU
from the centre. I can expand this to a full 8 LDU if necessary.
I have also created a version that uses tori to soften the join between
the inner cylinder and the outer tori, which can be found here:

If it is deemed superior, then I will use it to replace the currently-
uploaded version.

I prefer the softer look, in the other design, 11010_torus.
But do you really need a torus?
I think you could get an equally good result with just a tiny cone and some additional cond-lines.

I'm happy with the hard edge (actually I prefer that), but if you go the smooth route, a 45 degrees cone+conlines would certainly be a good compromise.
As for the height, I think I would have adjusted to 8 ldu exactly: we model somewhat idealized parts that join perfectly (eg. bricks are a bit less that 20ldu to give some play in physical world, not needed in virtual one)

I've kept the tori for the time being, as the built-in cond lines of
the tori still show when viewing the part in something like MLCad, so
should be fit for purpose.

I don't understand your comment about the condlines.

I have to say that my LDraw authoring skills are fairly limited, so have
been trying to get my head around cond lines, but ended up using Edger2
and a few tricks to try and get them right.
Anyway, this part now uses a cone and cond lines, and I have added a
Category.

Here are Edger2 parameters that work on this file:
- Delete existing condlines -dc (to remove condlines that don't work - alternatively you can delete them manually)
- Expand subfiles -s (everything is in subfiles, so you have to expand them so that Edger2 can have a look at their triangle/quads).
- Set condlines and edge limit angles -ac and -ae higher that default 60 degrees value, otherwise you'll get edge lines instead of condlines where the torus meets cone).
