What's the difference between 7 x 1 and 1 x 7?
Rotation? Do we need both?

Yes, we need both. If you would use a rotated 1x7 instead of 7x1 (or vice versa) and you use the primitive substitution with textured studs (e.g. im LDView) or Paul N. Easter's stud substitutes you would get wrong directions of the "LEGO" lettering at the top of the studs.
