I do not know, if this one should become a primitive or a subpart. It is only useable for one part (until now).

Since it shares a lot of thing with handle.dat primitive, I would indeed create handle2 with a bare minimum (round bar and hand rectangular frame) for a maximum of flexibility, and update handle.dat to use it.

I agree with Philo.
The two flaps at the ends of the cylinder could be removed.

The semi circular cutout in the cylinder makes, together with the rectangular frame, a "hole" with a radius of 4 ldu.
It makes it possible to mount a shield on a bar. Like this:
1 0 0 -40 0 1 0 0 0 1 0 0 0 1 30374.dat
1 70 0 0 0 1 0 0 0 1 0 0 0 1 handle.dat

That's why I want the origin to be placed in the middle of the "hole".

The more I think of it, the more it seems that this origin is the right one (main usage is in minifig hand, shield bar is a natural rotation axis). Shields on a bar are much more anecdotal. Problem is that several similar shields (eg. 2586, official) use origin in the middle of hole instead.
What should we prioritize, functional origin (in the middle of bar) or compatibility between shields (middle of hole)?

I'm ok with either one, as long as we decide on one of them.
And yes, there will be exceptions, since both are used in official files.

IMO both files should have the same origin. Now they don't.

I have sent an updated version of handle.dat to Admin.
