Hi mike, normally I would agree to you,
but for two reasons I don't in this special case:

a) Normally, a "needs work" denotes minor glitches. But here the errors are strong: the gaps are trivially visible, the poke-through is not modeled correctly at all, and meeting edges etc. are not modeled correctly, too. This makes this file kind of a "rough sketch".

b) This is a primitive. This way it is kind of an elementary, substantial part of the LDRAW distribution. This makes it different than just a "normal" part. And being such, it should be flawless. We should not start releasing flawy primitives. This would lead to subsequent errors in all the parts using it.

Many of the quads in the "stem" could be replaced by triangles, thus shrinking the filesize and would eliminate t-junctions.
