Why doesn't the hole fit the pin?

These quads, and the same on the opposite side:
4 13 11 2 -5 11 22 -5 8 16 -9 8 8 -9
4 12 12 0 0 12 24 0 11 22 -5 11 2 -5
don't fit the cyli in the pin.

One of them needs to be changed, pin or hole.
